Organizational Context and Scope: -

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan (GoP) to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

Under and the direct supervision of Field Security Officer and overall supervision of the Head of Resources Management (HRM) and Chief of Mission (CoM), the successful candidate will be responsible for mission’s procurement issue.

Responsibilities and Accountabilities: -

  • Provide support to FSO and CoM in all tactical, operational, and strategic security matters that impact IOM’s staff safety and security, IOM’s operations, and programs in country.
  • Liaise with Security authorities and the UN/IOs to ensure that appropriate lines of communication are established and well maintained relating to all aspects of IOM Personnel, Assets and Operations.
  • In absence of FSO, the incumbent must represent OSS in all security related meetings including such as Security Cell, working groups and attend SMT as an observer.
  • Assess prevailing security conditions in efforts to identify security threats, risks, trends, patterns to disseminate all relevant safety/security advisories/ alerts to all using SCAAN and other available platforms to inform IOM personnel in a timely manner.
  • Conduct Adhoc SRM and Security Assessments for IOM premises and Staff residences (if required) to make appropriate recommendations with required orientation briefings to new staff and visitors upon arrival.
  • Develop and maintain Building Evacuation Plans, Fire Safety Procedures to ensure maintenance of firefighting equipment & detection devices are in place. Conduct Fire safety training and emergency evacuation drills as required with a follow up workplan for execution to review existing plans in consideration with related construction/modernization/improvement of programs.
  • Develop and implement Access Control SOP for IOM Premises and act in a supervisory capacity for the Guard Force providing them required training and ensuring that all the Security and Safely related activities are being conducted in an effective manner in line with the applicable policies and SOPs.
  • Coordinate with HR to maintain an up-to-date staff list for IOM personnel in Country with a comprehensive Security Warden System in place and supervise regular SCAAN headcount exercise are being conducted in all offices to ensure accountability for all staff in the event of a security emergency or natural disaster.
  • Supervise and guide Field Security Associates in other Offices in terms of monthly reporting’s to ensure implementation of UNSMS Policies, SRM Measures & SOPs with regular travel to field offices to monitor compliance in the mission.
  • Organize delivering Security briefings to IOM Personnel and perform other such duties as assigned by supervisor.

Required Qualifications and Experience: -

  • Bachelor’s degree is required with minimum two years of work experience in similar context.
  • Experience working in security management, law enforcement or military disciplines is a pre-requisite, preferably with international experience.
  • Relevant training (first aid). Examples of having established networks with Host Government or other security actors from previous employment.

Skills: -

  • Ability to work independently under minimal supervision.

Languages: -

  • IOM’s official languages are English, French, and Spanish.
  • For this position, fluency in Urdu is required (oral and written).
  • Working knowledge of country different languages is desirable.
