Organizational Context and Scope :
Established in 1951, and operational in Pakistan since 1981, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.
Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Coordinator (Emergency and Post-Crises) in IOM Pakistan, the National Programme Officer will be responsible for deliverables outlined in the following sections in support to the Humanitarian, Resilience and Recovery Division.
Responsibilities and Accountabilities :
- Lead the design, test, launch and continuously improve IOM’s Information Management System (IMS) for the Humanitarian, Recovery and Resilience Division (HRRD).
- Contribute to design solutions to gather, compile, integrate, centralize, automate, analyze, visualize and share data and dashboards within the program and with partners for enhanced coordination and transparency, in-line with applicable IOM data protection standards.
- Coordinate the implementation of multiple systems integrations (API, Web services, Direct database integration) when and where needed – ensuring live links between programmatic datasets and the IMS.
- Design and develop reporting tools to support programme needs that includes writing SQL queries, stored procedures, functions, common table expression (CTE).
- Work closely with the Programme Officers and the M&E and AAP Officer to develop systems and visualize data that reflects the longer-term outcomes and indicators used by the division and allow responsible managers to access up to date disaggregated data and information.
- Supervise the maintenance of digital data filing systems (local and cloud-based) and suggest areas for improvement
- Support each unit in developing and maintaining weekly team plans and supervise the assignments of tasks related to incoming data management requests.
- As needed, conduct trainings and day-to-day staff coaching involved in data entry and data processing, while ensuring compliance to standards of quality and timely information sharing. Provide user support and the system training to the staff on ODK or any other data collection
- Liaise with other colleagues to identify and analyze information gaps, potential enhancements, and efficiency through system modules.
- Provide information management related support in relevant research for example in questionnaire development, formatting, data cleaning, data analysis, and reporting.
- Provide support in completing surveys including but not limited to maintaining management information system (MIS) and keeping track of progress of achievements against identified targets / indicators
- Any other duties as might be requested by direct supervisor/senior management.
Required Qualifications and Experience :
- BSc University degree in in Information Technology, Computer Science or a related field from an accredited academic institution, with two four years of relevant professional experience.
Experience :
- Experience in information management, reporting, coordination and analysis of data triangulation and analysis from multiple large and complex information systems;
- Experience in data collection, database merging, data processing (incl. cleaning) data analysis for research, policy and report writing.
- Professional experience in coordinating multi-cultural teams and field-based staff.
- Familiarity with computer programs, including MS Office suite and database management systems (SQL and others)
- Advanced English writing and communication skills.
- Knowledge of one or more data analysis and visualization software and/or programming languages (e.g., PowerBI, GIS ARC, Stata, R, Python).
- Experience in survey and questionnaire design and probabilistic sampling is an advantage.
- In-depth knowledge regarding statistics, econometrics, server maintenance and/or research design will be considered as an advantage;
Skills :
- Excellent research, writing, communication and analytical skills.
- Excellent communication skills and drafting abilities in English (oral and written)
- Ability to prepare clear and concise reports, with a strong attention to detail and quality.
- Team-oriented, but with capacity to work independently and with minimal supervision.
- Personal commitment, efficiency, and flexibility.
- Strong organizational and time management skills, and ability to deliver under tight timelines
Languages :
Required:
- Fluency in English and urdu is required (oral and written).
Desirable :
- Knowledge of Pashto and Dari is an advantage.
