Engineer (Consultant) for Quality Assurance of Washrooms Construction.

Type of Contract: Input based consultant contract

Duration: 20 working days

i) 10 working days including travel expanded over a period of one and a half months - Starting from 30 May – 15 July 2024 (tentative) for Punjab and Sindh

ii) 10 working days including travel expanded over a period of one and a half months - Starting from 30 May – 15 July 2024 (tentative) for Khyber Pakhtunkhwa

Objective of the Assignment:

The main objective of the assignment is to undertake monitoring visits to 25 lower secondary schools upon completion of the washroom construction by the UNESCO’s contractor to ensure compliance with the required Bill of Quantities (BOQs) and drawings.

Main Duties and Responsibilities:

The consultant‘s main duties and responsibilities include;

a. Assessing whether UNESCO’s contractor adhered to the BOQs and drawings during the construction of washrooms.

b. Determining whether the washrooms are suitable for their intended purpose and whether and to what extent the work has been completed satisfactorily in line with the contractual agreement with UNESCO.

c. Identifying any structural defects, anomalies or revisions that need to be addressed.

d. Submitting two mission reports highlighting the key findings from each of the school/washroom visited.

Deliverables:

For Punjab (District Muzaffargarh) and Sindh (District Tharparkar)

1.1st instalment will be released upon the completion of visits to 12 schools followed by the submission of a comprehensive mission report that includes:

a. Overall mission findings, highlighting key observations and assessments.

b. Detailed analysis report for each washroom structure, including assessments of compliance with specifications and any identified deficiencies.

c. Pictorial and video evidence captured during the missions, providing visual documentation of the conditions observed of each washroom.

d. Recommendations for addressing any structural defects or anomalies, along with suggestions for improvement.

For Khyber Pakhtunkhwa (District Swat and Mohmand)

2. 2nd instalment will be released upon the completion of visits to 13 schools followed by the submission of a comprehensive mission report that includes:

a. Overall mission findings, highlighting key observations and assessments.

b. Detailed analysis report for each washroom structure, including assessments of compliance with specifications and any identified deficiencies.

c. Pictorial and video evidence captured during the missions, providing visual documentation of the conditions observed of each washroom.

d. Recommendations for addressing any structural defects or anomalies, along with suggestions for improvement.

Institutional Arrangement

The consultant will work closely with the National Project Officer concerned under the overall supervision of the Officer-in-Charge of UNESCO Islamabad Office. The consultant will be reimbursed based on daily fees and a calculated mission/travel costs and any other associated costs in accordance with UNESCO’s usual travel provisions.

Required Qualifications:

Education:

A Bachelor’s degree in civil engineering or related field from any reputed university.

Experience:

At least 5 years of professional experience in civil construction, supervision and monitoring, or water and sanitation.

Skills and competencies:

• Proficiency in monitoring structural integrity.

• Strong analytical skills, capable of producing technical reports and analyses.

• Ability to plan and organize work independently according to agreed timelines, with minimal supervision.

• Capacity to perform effectively under pressure and adhere to tight deadlines.

• Demonstrated commitment to UNESCO’s mission, vision and values.

• Upholding the highest standard of integrity, discretion, and loyalty.

• Demonstrated basic computer literacy.

Language:

Fluency in both written and verbal English and Urdu.

Desirable Qualifications:

Education:

An advanced degree (Master’s or above) in civil engineering or related field from any reputed university.

Experience:

Previous experience in working with the United Nations, government stakeholders and other national entities.

Submission of proposal:

Interested individual consultants are required to submit the following documents/information to demonstrate their qualifications:

Technical Proposal:

(i) Narrative technical proposal

(ii) Explanation of suitability for the work

(iii) Brief methodology outlining the approach to undertake the assignment

(iv) Proposed work plan to undertake the assignment

(v) Description of experience in similar projects

(vi) A list of at least 3 professional references

Financial Proposal:

The financial proposal must specify a breakdown of daily fees for work and a calculated mission/ travel cost.

Each payment shall be made only after receipt and approval as satisfactory by UNESCO of any deliverable that the consultant is required to submit for payment under the terms of reference.
