Senior Project Associate (Civil Engineering/Architecture)

Organizational Context and Scope :

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The Field engineer candidate will work under the overall supervision of the Head of Resource Management unit and under the direct supervision of the Procurement and Logistics Officer.

Responsibilities and Accountabilities :

• Carry out technical assessments and analyze data collected towards implementation of projects in Lahore to respond to the different IOM infrastructure project needs.
• Assist in designing of a construction planning system for IOM´s offices and different infrastructure projects in Lahore. The system should include activities such as revision of site plans, layout, plotting, cost estimations, bill of quantities, budget analysis, land certificates and others
• Assist the Mission/Program/Procurement in preparing final bidding documentation for tender processes.
• Prepare and/or review technical specifications, BoQs, drawings of the planned infrastructure projects to be implemented as necessary in order to guarantee quality of the output and alignment to IOM and donor requirements.
• Ensure that materials are used in accordance with BoQ and instructions from the supervisor , keeping records and coordinating with logistic officer for request and delivery to implementation sites.
• Regularly monitor all infrastructure activities and projects and ensure works progress is carried out. Provide daily updated summary to the Mission/Procurement/Program.
• Prepare weekly progress reports, analyze the reports and discuss matters that need attention with supervisor. Draft progress report for internal and external use as requested Maintain accurate records of daily activities by using standard monitoring tools and ensure that all data is entered into the construction database. Daily and Weekly reports will be provided to the IOM Senior Construction Supervisor.Support the development of a set of indicators to perform quality control on site, as well as construction relative documents for internal and external use. As requested, assist in quality control for all procedures and products related to construction activities including topics as materials, labor, and verify IOM project standards for construction are being applied. Where necessary, provide recommendations for improvements, based on indicators controlling system.
• Report opportunely to supervisor, any respective constraints and issues or challenges may occur in relation to the performance of the projects and suggest solutions. Bring to the attention of the supervisor of any works which are not meeting timelines or where quality standards are not being met.
• Ensure that projects are completed to a satisfactory standard before final payment is authorized.
• Assess technically the progress of the project(s) under supervision to ensure that compliance of outputs to planned targets is achieved.
• Any other duties as may be assigned.

Required Qualifications and Experience :

• University degree in Civil Engineering, Architecture or a related field from an accredited academic institution the above fields with four years of relevant professional experience.

Experience :

• Experience in related fields preferable in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage.
• Experience in the design and implementation of projects, including contract management.

Skills :

• Excellent Monitoring and Evaluation (M&E) Skills; Managerial Skills; Organizational Skills
• Knowledge of computer assisted design and modeling software such AutoCAD, Advanced knowledge of Microsoft Office (Word, Excel, PowerPoint, and Access.
• Ability to work with limited supervision.
• Works effectively with staff, local authorities, stakeholders, beneficiaries, to accomplish the objectives.

Languages :

Required :

• Fluency in English and urdu is required (oral and written)

Desirable:

• Working knowledge of Urdu is an advantage.
