Chief of Party – USAID Pakistan Climate Resilient Water Governance Activity

This Proposal Opportunity:


The position will be on the upcoming Pakistan Climate Resilient Water Governance Activity, a 4-Year USAID-funded activity to promote participatory water governance and management systems in Pakistan to mitigate extreme weather events exacerbated by climate change. The COP will oversee all program operations, administration, and technical areas for this Activity and will have overall primary responsibility for providing overall project leadership.

This position is contingent upon program award and USAID approval.

Primary Duties and Responsibilities:


  • Lead the implementation of a strategic, long term programmatic vision and provide overall technical leadership and management including monitoring the progress and pace of delivery, and ensuring the Activity is delivered through high-quality work and internal controls.
  • Serve as main point of contact with USAID, other USG agencies, key public and private sector partners, local stakeholders, and international organizations and donors.
  • Build and manage productive relationships with key stakeholders including government, private sector, civil society and organizations active in water management and governance to strengthen coordination, dialogue, capacity, and resource mobilization.
  • Manage and oversee teams and all project activities including technical scope and delivery; monitoring, evaluation, and learning (MEL); financial and budget management; partnerships; procurement; human resources; and operations.
  • Ensure program activities and processes are aligned with the approved work plan, adhere to the approved MEL plan, and are carried out in compliance with Palladium policies and procedures, ensuring appropriate internal controls are adhered to for regulatory compliance.
  • Apply adaptive management and learning approaches to iteratively evaluate program results and impact and make adjustments to replicate and scale successful activities and course correct activities.
  • Ensure sound financial management of the project, overseeing in-country expenditures and working with the Home Office team on budget control and financial planning.
  • Ensure gender, equity, and social inclusion are mainstreamed in management of the activity and implementation of climate resilience, water security, water governance, and capacity building interventions. stakeholders.
  • Travel as required to project site and stakeholder facilities.


Key Competencies Required:


  • Degree in climate change studies/science, water resources management, economics, international development, or other closely related field relevant to the role; master’s/advanced degree preferred.
  • At least 8-10 years of relevant program management experience implementing water governance, climate resilient/climate action projects in Pakistan or similar environment/context.
  • At least 5 years of progressive, senior management experience on large-scale, donor-funded projects by USAID or other donor agencies. Familiarity with the policies, procedures, and reporting requirements of USAID or other donor agencies.
  • In-depth knowledge of Pakistan’s water governance and agriculture policy landscape and/or broad technical knowledge in climate resilience and adaptation; integrated water resource planning; feasibility studies for sustainable water management, equitable water service delivery.
  • Demonstrated ability to supervise all project activities, encompassing technical scope and execution, monitoring, evaluation, and learning (MEL), financial oversight, partnership management, procurement, human resources, and operational functions.
  • Demonstrated ability to develop collaborative working partnerships with a wide variety of stakeholders, including federal, provincial, and local government, the donor community, private sector, civil society, and academia.
  • Excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships and motivate subordinates.
  • Excellent verbal and written communication skills in English and Urdu are required. Proficiency in Pashto preferred.
