Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

Under the supervision of the Supply Officer, the Senior Supply Associate, provides a broad range of transactional, procedural and administrative tasks in support of the efficient supply and procurement of the Country Office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design. At the G-7 level, the below tasks are expected to be carried out with a high level of independence, accuracy and consistence to ensure timely support to effective and efficient program delivery in area of designationGoods / Services.

To make a difference, the incumbent shall be responsible for following key strategic functions, accountabilities and related duties/tasks;

  • Receives supply requisitions, ensuring accuracy of specifications of items, and confirms availability of funds, obtaining additional information from the programme sections as necessary.
  • Monitors assigned requisitions to the respective supply assistants to ensure completion of procurement actions in a timely manner.
  • Compiles, consolidates and monitors the implementation of Annual Supply and Contracts Plan by the relevant Programme sections throughout the country office and coordinates with relevant focal persons for regular updates of the sameon a quarterly basis.
  • Coordinates the review of specifications/ Terms of references, obtains quotations, issues invitation to bids / proposals to approved and listed suppliers / advertises in the relevant media; arranges and participates in bid openings with the Contracts Specialist, coordinates compiling of price tabulations with price ratings and recommendations for order placement.
  • Drafts and reviews cases for contracts review committee prior to submission to the contracts Specialist / Senior Supply & Logistics Manager for finalization.
  • Keep record of and follow up with CRC recommendations to ensure compliance and improvement in the processes.
  • Corresponds with field office / Programme Sections and suppliers on supply and procurement matters and effective follow up for timely delivery of goods to UNICEF warehouse or partners
  • Ensures continuous availability of data related to procurement, including forecasting, requisitions received, orders placed, incoming goods, actual delivery schedules. Prepares periodic reports, and ad-hoc reports as needed.
  • Maintains supplier database for the specific areas of operation and files with full information, in accordance with UNICEF supply guidelines.
  • Prepares Direct Orders (Purchase Orders) against existing Long Term Arrangements (LTAs) ensuring that the LTAs have valid quantities and lead-time meets requirements
  • Regularly monitor dashboard reports and coordinate to ensure necessary supply action is taken in a timely manner in support of the Programme sections / field offices
  • Regularly extracts reports on the status of the existing LTAs, contracts, purchase orders and takes necessary action in coordination with the relevant Programme sections / field offices
  • Maintains purchase order/contract files with all required procurement documentation (POs, invoices, delivery receipts, payment requests, correspondence etc.)
  • Responsible for conducting local market surveys on ongoing and regular basis for identification of potential suppliers and vendors to procure the goods on competitive rates.
  • Undertake field visits to monitor implementation of supply inputs to programme and end use evaluation of delivered supplies.
  • Supervisors and guides supply assistants in their respective areas of support (Goods / Services) as required

To qualify as an advocate for every child you will have

  • Completion of secondary school education is required, with courses/certifications in business administration, supply chain management, procurement or logistics considered as an advantage.
  • Minimum 7 years of progressively responsible administrative and/or supply-related work experience (procurement, supply or logistics) is required.
  • Familiarity with UNICEF, UN supply procedures and systems is an asset.
  • Fluency in English is required. Knowledge of another UN language or local language of the duty station is considered as an asset.
