Purpose:

The purpose of the position is to strengthen monitoring and evaluation related to the Nutrition programme.


Background:

WHO provides technical assistance to the Federal and Provincial Department of Health in implementing priority nutrition interventions in Pakistan.

WHO under its normative role has extensively scaled up the support for Nutrition Stabilisation centres (NSCs) across the country in the last 2 years. To provide support in monitoring, supervision, and support for the NSCs, as well as management of data and supplies, there is a need to engage a monitoring and evaluation officer to support the country office team. Under the direct supervision of the National Professional Officer (Nutrition) and the overall supervision of the respective Cluster Lead, the incumbent shall undertake the following duties:


1. Assist the designing, planning, implementation and regular reporting of nutrition interventions. 2. Monitor project activities, data and supplies to ensure that resources are utilized in an efficient and effective manner. 3. Support in preparing proposal/ with specific focus on developing log frames and incorporating lessons learned from past initiatives. 4. Regularly update the Provincial and national WHO nutrition data base and perform analysis focused on predefined nutrition indicators through coordination with WHO provincial offices. 5. Contribute to the monitoring and evaluation of nutrition programs and initiatives and participate in assessments and surveys to gather data on nutrition indicators and outcomes in Pakistan. 6. Collect and keep proper and updated records of all nutrition supplements, medicines and equipment of supported nutrition stabilization centres in the provinces and develop database for supplies estimation, forecasting needs based on consumption and admission rates. 7. Develop databases and reporting formats for baseline, national nutrition surveillance system and other data management tools in consultation with the supervisor and provincial offices and conduct monitoring visits to provide support for nutrition surveillance and nutrition interventions at NSCs. 8. Collect and regularly update 4W information on monthly basis from provinces for onwards sharing with Nutrition Working Group. 9. Collect, compile and analyse nutrition stabilization centres data on monthly basis, generate the desired reports on monthly basis, identify emerging needs and communicate timely with supervisor. 10. Develop newsletter, case studies, graphs and bulletins for wider distribution on the progress to be shared with supervisor and team. 11. Ensure all nutrition sector projects have well-tested monitoring tools in place to effectively track program activities and progress towards key indicators. 12. Provide comprehensive technical support to nutrition staff, encompassing proper data collection methodologies, record-keeping, reporting and use. 13. Any other program relevant work assigned by supervisor.

Functional knowledge and skills:

  • Excellent report writing and analytical skills, expertise in MS office is a must.
  • Strong technical expertise in nutrition, including knowledge of maternal and child nutrition, food security, and related public health issues.
  • Excellent analytical, facilitation, communication and writing skills with the ability to convey technical information to diverse audiences in a clear and concise manner.
  • Proven ability to work effectively in a multi-cultural, multidisciplinary team and to establish and maintain effective partnerships with government counterparts, partner organisations and other stakeholders.
  • Good interpersonal and networking skills
  • Advanced computer literacy skills including proficiency in word processing and data entry and analysis packages.
  • Technical expertise in designing M&E plans and guidelines.
  • Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the national and sub-national levels.
  • A team player and prepared to work in a resource scare environment.
  • Ability to monitor and communicate progress in terms of process and results.


Languages:

Excellent knowledge of English and local language (Urdu).
