JOB PURPOSE Due to the massive increase of the coverage of the BNP, the requirements of the Programme Management Unit (PMU) which sits in the BISP offices have also increased. The PMU consists of around 10 staff, with a core dedicated team working on the BNP app which is used to register and monitor beneficiaries, as well as staff involved in managing social mobilization, monitoring and communications. The Project Manager sits in BISP, manages the PMU team and serves as a liaisonbetween the Director General, BISP and the WFP Country Office Management and technical teams. KEY ACCOUNTABILITIES The position is based in the Project Management Unit at BISP offices in Islamabad. Under the direct supervision of the Director General of the Benazir Income Support Programme, Government of Pakistan and with the technical supervision of the Head of Programme, WFP Islamabad, the BNP Project Manager will be responsible to perform the following duties:1. Lead the Project Management Unit (PMU) of the BNP including oversight and professional guidance of all members (around 10), performance management and professional development where possible.2. Identify gaps and advise on staffing, resources and training wherever required for the successful implementation and upscale of the Benazir Nashonuma Programme.3. Coordinate the work of the PMU with BISP, WFP Country Office and WFP Provincial Offices,highlighting issues to appropriate WFP staff as well as providing solutions where possible.4. As the project matures, provide strategic guidance to changes in approach or coverage in order to meet expectations and requirements of BISP DG and WFP CO management.5. Weekly reporting of PMU work to the WFP Teams on the weekly call, highlighting issues as required.6. Support in the development of systems and capacities for maintaining and enforcing the practices and standards established for the Benazir Nashonuma Programme, with the intention that these may then be used to expand and upscale the project.7. Working with the Head of Programme, help to identify and address programmatic issues affecting the implementation of BNP that cut across several units i.e. M&E, IT, nutrition, social protection and Supply Chain.8. Working with the DG BISP and with support of WFP CO, ensure that activities funded by special donors to BISP/BNP are implemented according to plan, accompanied with timely reporting to the donors.9. Work with the risk management team for successful implementation and reporting of risk management measures and support development of reporting mechanisms for DG BISP.10. Plan on required adjustments of project caseloads to adjust/align the supply chain of LNS with project utilization, in consultation Country Office Teams.11. Oversee and ensure timely preparation of reports as required and disseminate approved project reports to the relevant stakeholders. STANDARD MINIMUM QUAILIFACTION & EXPERIENCE
  • Previous experience in humanitarian or development contexts (International organizations and/or UN system)

Education:

Master’s Degree in Business, Development Studies, Economics, Political Science, Project Management or any other relevant Social Science discipline.

Experience:

• A minimum of five years of relevant postgraduate professional-level work experience in areas around project management, including human capital development, general development, nutrition or health. • Experience in preparing funding proposals and reports with focus on nutrition and human capital development. • Proven experience in working with Government of Pakistan programmes and systems.

Knowledge & Skills:

• Good knowledge of the Government of Pakistan’s policies and frameworks around nutrition, social protection and human capital development. • Strong communication and writing skills. • Understanding of the UN system. • Good knowledge of programme design, monitoring and reporting on outcomes of social protection, nutrition or human capital development.

Languages:Fluency (level C) in English language.

WFP Pakistan is partnering with the Government of Pakistan’s Benazir Income Support Programme to implement the Benazir Nashonuma Programme (BNP). Currently the BNP is implemented through more than 500 Facilitation Centres in 158 districts across the country.There are six related objectives of the BNP: 1. Prevent stunting in children under two years of age2. Improve weight gain of women during pregnancy3. Prevent low birth weight4. Reduce anaemia and other micronutrient deficiencies5. Improve awareness on maternal and child health and nutrition6. Reduce disease burden through improved uptake of available health and nutrition services The Programme follows a multi-sectoral approach and utilises existing healthcare infrastructure to deliver a comprehensive package of four interventions within the 1000 days window of opportunity:1. Antenatal and postnatal care services, routine child growth monitoring and Immunization.2. Awareness sessions on maternal, infant and young child nutrition (MIYCN) and hygiene practices.3. Provision of specialised nutritious foods (SNF) to pregnant and breastfeeding mothers and children aged 6-23 months.4. Conditional cash stipends in addition to Kafaalat unconditional cash transfers. Over the past year, WFP and BISP have more than doubled the coverage of the programme and have enrolled more than 2 million pregnant and breastfeeding women and children 6-23 months of age in the programme.
