Nature of The Consultancy: The Consultant Report Writer will develop and produce the CRA-North Final Project Narrative Report;

Project Context and Scope:

The Community Resilience Activity-North (CRA-North) Project is designed to support Community-Level Resilience Development, Conflict Prevention and Flood Recovery activities within Khyber Pakhtunkhwa, Sindh and Balochistan Provinces. CRA-N will pursue a multi-disciplinary and community participatory approach and will work in close coordination with the Government of Pakistan (GoP) at the regional and district level. The CRA-North Project is required to provide a Final Project Narrative Report for our donor, which will be designed to provide a comprehensive account of the CRA-North programming Activities, Impact Analysis, Stakeholder Engagement and Learning during the Project Lifecycle. The Consultant Report Writer will be working directly under the leadership of the CRA-North Deputy Chief of Party and under the overall supervision of the CRA-North Chief of Party. The Consultant Report Writer will develop and produce the CRA-North Final Project Narrative Report; in coordination with the CRA-North Programming, Communications and Monitoring, Evaluation & Learning Departments; ensuring that the Final Project Report Narrative emphasizes the CRA-North Project roles under (i) Increase Civic Engagement, (ii) Strengthen Community Cohesion, (iii) Support TDP Reintegration In Targeted Areas and (iv) Support Flood Affectees To Build Back Better; while reducing marginalization and increasing resilience amongst targeted communities.

Category B Consultant: Tasks To Be Performed Under This Contract

CRA-North seeks to engage a highly skilled individual Consultant in the role of Report Writer to support the preparation of the Project’s Final Project Narrative Report; with the following responsibilities;

Propose and discuss the Final Project Narrative Report structure and format with the CRA-North Project Leadership, Donor and wider team members (reflecting on the Project Background, Deliverables, Implementation Approach, Performance Analysis, Achievements & Outcomes, Challenges & Lessons Learned, Recommendations & Appendices).

Review all required CRA-North Project Documents, including the Technical Proposal, Weekly Chronicles, Quarterly Progress Reports, Monitoring, Evaluation & Learning Reports, Stakeholder, Consultant & Implementing Partner Data, Success Stories and related Programmatic Strategies.

Conduct Interviews with Key CRA-North Project personnel to better understand the Project History & Direction, Implementation Progress, Stakeholder Engagement and how Challenges were identified and overcome; these conversations should include Project Leadership, Programming Departments, Communications Department, Monitoring, Evaluation & Learning Department & Resource Management Unit Department

Draft the CRA-North Final Project Narrative Report, in accordance with the agreed requirements, including but not limited to the following points; (i) Overview of the CRA-North Project theory of Change, Objectives & Activities; (ii) Analysis of Programmatic Targets Achieved vs Planned For All Activity Outputs & Outcomes; (iii) Explanation of Deviations From Original Objectives; (iv) Challenges Encountered & How These Were Addressed; (v) Key Accomplishments, Success Stories, Lessons Learned; (vi) Inclusion of Tables, Graphs, Charts, Diagrams, Photographs, Illustrations, Timelines etc.

Ensure that the CRA-North Final Project Narrative Report is not more than 35 Pages in length and incorporates the respective graphics to enhance the narrative; while providing coverage of (i) Key Objectives, (ii) Partnerships, (iii) Programmatic Results, outlining the geographic scope and magnitude of the Project, and its lasting sustainable impact. Consolidate remaining inputs into the Report Annexes (No Page Limit), including Financial Information, Stakeholder & Partnership Data and Media Monitoring etc.

Finalize and submit the CRA-North Project Narrative Report to the CRA-North Team by the prescribed deadline.

Category B Consultant: Tangible & Measurable Outputs Of The Work Assignment

Deliverable #1: Submission of Kick Off Meeting Report (2-3 Pages): Kick Off Meeting with CRA-North Program Team Members and Project Donor to discuss the Final Project Narrative Report structure and format reflecting on the Project Background, Deliverables, Implementation Approach, Performance Analysis, Achievements & Outcomes, Challenges & Lessons Learned, Recommendations & Appendices). Prior to this Kick Off Meeting, CRA-North will have already shared the required CRA-North Project Documents, including the Technical Proposal, Weekly Chronicles, Quarterly Progress Reports, Monitoring, Evaluation & Learning Reports, Stakeholder, Consultant & Implementing Partner Data, Success Stories and related Programmatic Strategies. The Consultant will submit a brief Kick Off Meeting Report ( 2-3 Pages) reflecting that the Meeting has taken place, the content covered and agreed next steps. This Kick Off Meeting Report is due to CRA-North by Friday, November 22, 2024. There is no payment tied to Deliverable #1

Deliverable #2: Submission of DRAFT Project Narrative Report ( 35 Pages Excluding Annexes): After the Kick Off Meeting Discussion regarding the Project Narrative Report structure and format, including the Project Background, Deliverables, Implementation Approach, Performance Analysis, Achievements & Outcomes, Challenges & Lessons Learned, Recommendations & Appendices); the Consultant will review the CRA-North Project Documents, including the Technical Proposal, Weekly Chronicles, Quarterly Progress Reports, Monitoring, Evaluation & Learning Reports, Stakeholder, Consultant & Implementing Partner Data, Success Stories and related Programmatic Strategies; and then conduct Interviews with Key CRA-North Project personnel to better understand the Project History & Direction, Implementation Progress, Stakeholder Engagement and how Challenges were identified and overcome; these conversations should include Project Leadership, Programming Departments, Communications Department, Monitoring, Evaluation & Learning Department & Resource Management Unit Department. When these steps are complete, the Consultant will prepare a DRAFT Project Narrative Report, in accordance with agreed requirements, including but not limited to the following points; (i) Overview of the CRA-North Project Theory of Change, Objectives & Activities; (ii) Analysis of Programmatic Targets Achieved vs Planned For All Activity Outputs & Outcomes; (iii) Explanation of Deviations From Original Objectives; (iv) Challenges Encountered & How These Were Addressed; (v) Key Accomplishments, Success Stories, Lessons Learned; (vi) Inclusion of Tables, Graphs, Charts, Diagrams, Photographs, Illustrations, Timelines etc. This DRAFT Project Narrative Report is due to CRA-North by Wednesday, December 04, 2024. There is no payment tied to Deliverable #2.

Deliverable #3: Submission of FINAL Project Narrative Report ( 35 Pages Excluding Annexes): After the submission of the DRAFT Project Narrative Report to CRA-North by Wednesday, December 04, 2024, the CRA-North Team will provide the requisite written feedback no later than Monday, December 09, 2024. The Consultant will then (i) Finalize the CRA-North Final Project Narrative Report, in accordance with the agreed requirements, including but not limited to the following points; (i) Overview of the CRA-North Project theory of Change, Objectives & Activities; (ii) Analysis of Programmatic Targets Achieved vs Planned For All Activity Outputs & Outcomes; (iii) Explanation of Deviations From Original Objectives; (iv) Challenges Encountered & How These Were Addressed; (v) Key Accomplishments, Success Stories, Lessons Learned; (vi) Inclusion of Tables, Graphs, Charts, Diagrams, Photographs, Illustrations, Timelines etc. (ii) Ensure that the CRA-North Final Project Narrative Report is not more than 35 Pages in length and incorporates the respective graphics to enhance the narrative; while providing coverage of (i) Key Objectives, (ii) Partnerships, (iii) Programmatic Results, outlining the geographic scope and magnitude of the Project, and its lasting sustainable impact. Consolidate remaining inputs into the Report Annexes (No Page Limit), including Financial Information, Stakeholder & Partnership Data and Media Monitoring etc. and (iii) Submit the CRA-North Project Narrative Report to the CRA-North Team by no later than December 18, 2024. The FINAL Project Narrative Report is due to CRA-North by Wednesday, December 18, 2024. Once Deliverable #1, #2 & #3 are approved by CRA-North, the Consultant will receive 100% Payment for the CRA-North Final Project Narrative Report Assignment, within 30 days after the CRA-North approval for Deliverable #3 has been provided.

Performance Indicators For The Evaluation of Results

Timeliness: The Consultant will ensure that CRA-North receives the Kick Off Meeting Report by Friday, November 22, 2024; the DRAFT Project Narrative Report by December 06, 2024; and the FINAL Project Narrative Report December 18, 2024.

Quality of Content: The FINAL Project Narrative Report must be written in accordance with the agreed requirements; and written in a manner that provides a clear and logical flow of information throughout the report; includes relevant data, evidence and examples to support key points; and most importantly discusses the CRA-North Project’s overall impact and sustainability after the Project has come to an end.

Clarity: The Consultant must use clear and concise language throughout the report; ensuring proper grammar, spelling and formatting, while following the CRA-North report guidelines and template requirements.

Reflection On Stakeholder Roles & Engagement: The Project Narrative Report must incorporate feedback from key stakeholders (e.g. Program Participants, Government Entities, Academic Institutions, Implementing Partners, Service Providers etc.); while demonstrating the Stakeholders roles in terms of the overall CRA-North Project implementation efforts.

Actionable Recommendations: Finally, the Project Narrative Report must include Actionable Recommendations; providing for well-reasoned conclusions based on the identified CRA-North Project Results; and actionable recommendations on how these results may be further sustained and acted upon by future donor funded programming.

Education, Experience and/or skills required

Advanced University Degree in Communications, Journalism, Creative Writing, Public Relations, Social Sciences or any related Field.

Excellent writing, editing and proofreading skills with a strong command of English grammar, spelling and language usage.

Minimum of 5 Years of relevant professional experience in writing professional Communications Products, Reports and other Work Product/Documentation, preferably for UN Agencies and/or donor funded Development Organizations; with a proven track record of meeting deadlines and delivering Work Product on time.

Proven track record of writing Programmatic Reports for donor funded Development Organization; with experience related to Community Resilience programming deemed highly valuable.

Demonstrated ability to synthesize large volumes of information into clear, concise and well-organized narratives under demanding time constraints.

Demonstrated experience conducting research, data analysis and interviews with subject matter experts to gather relevant information for donor funded UN Agency and/or Development Organization Reports.

Familiarity with UN Agency and/or Development Organization Project Management principles, methodologies and terminology, in order to effectively communicate Project Details, Achievements and Challenges.

Strong writing, editing and proofreading skills with a keen eye for detail and accuracy.

Ability to tailor writing style and tone to suit different audiences, from technical experts to non-technical stakeholders.

Experience collaborating with cross-functional groups, such as Project Leadership, Donor Teams, Programming, Communications, Monitoring Evaluation & Learning Departments in order to produce high quality Deliverable Products.

Proficiency in using Word Processing Software, Data Visualization Tools and relevant Software Applications for the purposes of Report Creation and Presentation.

Demonstrated past experience in writing and producing Final Project Narrative Reports for USAID
