Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants1. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased, with this trend projected to continue in the short to medium term. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.

Under the overall supervision of the Protection Coordinator and the direct supervision of the Programme Officer (GBV), the incumbent will assist and support the provision of capacity building as part of IOM’s emergency response to the Afghanistan crisis in Pakistan.

Responsibilities and Accountabilities:

  • Supporting the Protection Officer in the provision of various capacity building opportunities on general protection, protection mainstreaming principles, gender-based violence (GBV), child protection (CP), counter trafficking (CT), safe referral pathways, prevention of sexual exploitation and abuse (PSEA), data protection and other relevant topics.
  • Assisting the Protection Officer in the design, development and translation of comprehensive capacity building plans and relevant training packages for various target groups, including but not limited to IOM field protection staff, other IOM staff, implementing partners (IPs) and external actors such as government officials, border authorities, other UN staff and local NGOs.
  • Conducting in-person and/or remote training sessions, while using dynamic, innovative and participatory training methodologies and adapting to various target groups in a culturally sensitive manner.
  • Supporting the Protection Officer to develop a protection capacity building roadmap for IOM Pakistan and continuously assess and identify new training needs of IOM staff, including IOM field protection staff and implementing partners.
  • Systematically and accurately tracking progress towards targets and outcomes to meet reporting requirements through relevant tools and follow-ups, conducting pre- and post-training evaluations to assess the impact of capacity building activities, and preparing training reports.
  • Continuously improving and adjusting training packages based on feedback and comments from participants as well as relevant IOM standards and guidance.
  • Maintaining and periodically updating a database and filing system for capacity building activities under different projects, including attendance sheets, relevant information and data on participants, training reports, M&E findings, narrative reports, trainings modules and other relevant information.
  • Acting as a focal point for relevant capacity building resources and participating in the development of a knowledge management system to facilitate access to training resources for IOM staff and implementing partners.
  • Providing administrative support related to capacity building activities, including filing, preparing purchase and payment requests, following up on the delivery and status of services, monitoring financial expenditures and performing other support activities in coordination with Procurement and Resource Management Unit and in line with IOM´s regulations.
  • Supporting the Protection Officer in presenting IOM’s capacity building activities in meetings and fora.
  • Assisting with other tasks, as needed

Required Qualifications and Experience:

EDUCATION:

  • Bachelors or Equivalent or Higher in Business Management, Humanitarian Assistance, Human Rights or other related field from an accredited academic institution with 4 years of relevant professional experience.
  • Or
  • High School Degree/Certificate in above mentioned related field with 6 years of relevant professional experience

EXPERIENCE:

  • Experience working on general protection, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including working in direct contact with beneficiaries.
  • Good experience in providing trainings and capacity building opportunities on protection to various target groups.
  • Understanding of the protection sector in Pakistan, and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
  • Experience in liaising and coordinating with external actors and relevant service providers.
  • Understanding of critical issues around data protection principles.
  • Knowledge of financial and administrative management.
  • Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
  • Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.

Languages:

REQUIRED:

  • Fluency in English and Urdu is required (oral and written).

DESIRABLE:

  • Working knowledge of Pashtu and/or Dari.
