Senior ICT & Network Administrator

Organizational Context and Scope :

Under the overall supervision of the Head of Resources Management and direct supervision of the Information and Communications Technology Officer the incumbent will be responsible for providing daily technical support/troubleshooting of all computer systems and communications equipment with consideration to the needs and requirements of the mission. Responsibilities and Accountabilities :

• Administer and organize the activities of the ICT Assistants, ensuring that all requests are addressed timely and accurately, with an efficient allocation of resources.
• Ensure the required performance and stability of network services and servers by minimizing downtime or service interruptions.
• LAN/WAN components installation, maintenance, monitoring and troubleshooting.
• Secure the implementation of ICT policies and guidelines, in particular with regards to network systems, IT equipment, software licensing, IT security, telecommunication, and ICT procurement system.
• Liaise with ICT Central Teams (GUS/ICT ROAP/HQ) for IT services.
• Provide support on Drupal configuration and setup, including front-end and UI/UX development.
• Develop Drupal templates/modules as required such as the integration with other websites and visual identity, wireframes, mock-ups, and other digital assets.
• Ensure all assigned websites are always running the latest secure code and custom code is thoroughly security tested with the appropriate levels of performance, security, scalability, maintainability, and reliability.
• Implement ICT guidelines for configuration of Servers, desktops, and laptops for IT Services such as Internet access to network resources, IOM in-house application access, email access and others.
• Make sure all Servers, Desktops, laptops and other IT equipment have the latest relevant software, software patches, anti-viruses with latest virus signatures under ICT guidelines and ICT advisory for Software and data protection.
• Manage administration of mission-critical applications such as Web-MiMOSA, SAP-PRISM, iGATOR, UK-TB, MAIA, eMedical etc. ensuring effective liaison with technical counterparts for the proper functioning and availability of those systems.
• Support in the Management of an overall tracking system for the ICT Equipment Inventory.
• Support in technical evaluation of required IT equipment for all IOM Offices.
• Develop and Implement when necessary, ICT training to end users to ensure productive use of existing and new applications and systems.
• Regularly report needs and progress on ICT issues in his/her area of responsibility.
• Develop/update and manage/coordinate IOM Pakistan mission website.
• Simplify disaster recovery procedures, assist in risk register and treatment plan undertake a yearly simulation exercise to test the ICT BCP effectiveness liaising DR Manager and IT Officer.
• Ensure effective coordination with other UN agencies in Pakistan in order to maximize possibilities of inter-agency collaboration in the field of IT and Telecommunication.
• Providing similar services to other filed offices in Pakistan that are functionally under the control of IOM Islamabad-Pakistan Mission
• Any other relevant duties as may be assigned.

Required Qualifications and Experience :

• High School degree/certificate with 7 years of relevant professional experience.
• Bachelor Degree in related field with 5 years of relevant professional experience.

Experience :

• Experience in web applications (PHP/MySQL) including design and development programming with using Drupal platform for website.
• Additionally, experience in installing, configuring, and securing application/web servers in Acquia Cloud, and/or Microsoft Azure, particularly in secure Apache, MySQL, and PHP (LAMP) environments.
• Experience with development tools Visual Studio Code, Eclipse, working with database technologies, specifically MySQL and Cloud SQL.
• Experience with working on other open-source technologies and CMS platforms (like WordPress, Joomla etc.).
• Experience in networking environment (LAN/WAN)
• Experience with Windows Server software (2008/2010/2012) in a multi-site environment, TCP/IP, MS Office, Antivirus Software and IT utilities.
• Experience with HP/Compaq, IBM and Cisco equipment.
• Experience working in an International Organization.
• Practical experience of how-to multi-task, prioritize and work independently.

Skills :

• Proficient in web design and mobile first front-end frameworks such as Bootstrap, HTML5, CSS3, JavaScript, jQuery, etc.
• Solid Drupal custom code development with good knowledge of core API and commonly used contributed modules preferred.
• Knowledge of Drupal 9 and its new components, such as Twig, Backbone.js and an advantage.
• Knowledge of Accessibility (WCAG) and Search Engine Optimization (SEO) implementation is desirable.
• Demonstrated proficiency in Microsoft Office 365 (Excel, Word and PowerPoint).
• Strong understanding and interest in migration, development, communication and/or humanitarian issues.
• Proven ability to produce quality work accurately and consistently according to set deadlines.
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
• Knowledge of UN and bilateral donor programming.
• Knowledge of financial rules and regulations.
• Knowledge of International Public Sector Accounting Standards (IPSAS).

Languages :

Required:

• Fluency in English is required (oral and written).

Desirable :

Working Knowlege of Urdu is add value
